The NAPA Leadership Council is charged with setting the strategic direction and making policy decisions on all matters related to NAPA’s mission. The Council is comprised of nine advisors who are voting members and three firm partner representatives who are non-voting members.
Samuel (Sam) Brandwein, QPA, CFP, CIMA, CRPS
Sam is a Vice President & 401(k) Consulting Director with Morgan Stanley, having been employed in the investment industry continuously since 1986. Sam focuses his efforts primarily on investment manager search/evaluation, portfolio construction, and consulting with plan sponsors regarding the overall operation of their retirement plans. Sam holds both the Certified Financial Planner (CFP) and Certified Investment Management Analyst (CIMA) designations. Sam is also a credentialed member of ASPPA, having earned their Qualified Pension Administrator (QPA) designation. Sam has been an original member of the NAPA Leadership Council.
Paul started in the qualified plan industry in 1993, which includes working as a 401(k) plan administrator and as an ERISA consultant in both the retail and institutional investment communities.
Today, Paul is the founding Principal for the D’Aiutolo Institutional Consulting Team, a member of UBS’s Institutional Consulting and DC Advisory Groups, boutique-consulting firms within UBS whose specialty is providing fiduciary services. The team currently provides services to more than 115 ERISA clients, encompassing greater than $1.2 billion in retirement plan assets (401(k), DB, Non-Qualified). Paul serves as the team’s lead consultant with clients whose assets are greater than $20 million. Client locations include New York, Ohio, Massachusetts, Alabama, Tennessee, Georgia, Washington and Oregon. Overall, the Institutional Consulting Group at UBS advises to more than $63 billion of fiduciary assets, representing more than 600 clients.

Jeff shares in the overall responsibility of providing high-quality service to our employee benefit, financial planning and investment advisory clients. He has over 30 years of experience and expertise in helping clients build wealth through various qualified and nonqualified retirement plans, with a special emphasis on 401(k) and 403(b) plans.
Jeff also is active in helping employers design and implement incentive compensation and “golden handcuff” employment agreements built to attract, reward and retain key employees.
Brian H. Graff, Esq., APM
Brian is the Executive Director of NAPA. In this capacity he oversees NAPA’s operations. As a member of the Leadership Council, he charts the strategic direction for the organization. Brian also serves as CEO of the American Retirement Association.
He has been named one of 401kWire’s “50 Most Influential Persons in the 401(k) Industry” every year since 2007.
An attorney and certified public accountant, Brian was formerly Legislation Counsel to the U.S. Congress Joint Committee on Taxation. Prior to working on Capitol Hill, he was associated with The Groom Law Group, in Washington, DC, which specializes in employee benefits. He received his doctoral degree in law, cum laude, from the University of Pennsylvania Law School in Philadelphia. He holds a bachelor of science in accounting with distinction from Cornell University in Ithaca, NY.

Nominations are now being accepted for NAPA’s Leadership Council. Elected at-large members of the Leadership Council must be advisors (defined as individuals who are primarily in the business of providing investment advisory services directly to retirement plan sponsors and/or participants) and serve for one term of three years. A term starts at the close of the annual NAPA 401(k) SUMMIT of the calendar year for which the member is first elected. Nominees must be nominated by at least two members to be considered.
