States with DC or Hybrid Plans

While about 87% of full-time state and local government employees participate in DB plans, this leaves a significant number who are in DC plans. A lot of those DC participants are higher education faculty and staff, many of whom were given a choice between a DB plan and a DC plan. Also, a number of states provide a DC plan for selected, usually narrow, employee groups, such as elected and appointed officials and unclassified or exempt staff.

The National Association of State Retirement Administrators has compiled a list that identifies states that provide either a DC plan to broad employee groups (public school teachers, public safety officers, correctional officers, or general employees), or a hybrid retirement plan (which has elements beyond mandatory employee contributions to a traditional pension plan) to these employee groups. The list also includes links to useful resources about public sector DC plans.
