In Chico, California, Shayla Robins-Bailey, 25, got out of her car at the Donut Nook here about 3 a.m…now, as fate would have it, as she did, “narcotics paraphernalia” fell from her pocket… and as fate would (also) have it, at that same time, police officers had stopped at the same Donut Nook for some coffee… and, as fate would (also) have it, the latter saw the former…leading to an investigation of the vehicle…and the other occupants of the vehicle… and boy, talk about your target-rich environment…
